Mark Troilo, MS, PE, CFM

Mr. Mark Troilo, MS, PE, CFM is an online PDH course provider of continuing education courses for professional engineers.

Mr. Troilo earned his BS in Biology and Limnology as well as a MS in Civil and Environmental Engineering Sciences from the University of Central Florida. He is a licensed professional engineer in Florida and a member of the Society of American Military Engineers (SAME), American Society of Civil Engineers (ASCE), Florida Floodplain Managers Association (FFMA), and the Florida Stormwater Association. Mr. Troilo is a Certified Floodplain Manager and has worked in the engineering profession for over 30 years.

During this time, he has focused on stormwater management system design, watershed master planning, control structure design, flood mitigation design, water quality improvement, floodplain mapping, floodway revisions, streambank stabilization, LID, and natural systems restoration. In addition, his land development experience includes projects as large as 10,000 acres. He uses his expertise to effectively solve flooding and/or water quality problems and design the stormwater management elements of a project so that it enhances or optimizes valuable natural features such as wetland systems while at the same time not over-designing so that fill material is minimized and available land is optimally utilized. This has resulted in savings of millions of dollars for his clients over the years as well as facilitated permitting approvals.

Mr. Troilo is considered an expert surface water modeler and is routinely requested for lectures on the subject. He has been responsible for numerous major publicly funded watershed management master plans ranging in size from a few square miles to over 700 square miles.  His models have ranged from the simplistic involving a few basins and nodes to the complex with over 300,000 links and utilizing leading-edge modeling technology (1-D and 2-D methods and fully integrating groundwater). He is skilled in all aspects of stormwater modeling using a variety models tools (e.g. SWMM, ICPR, suite of HEC models, etc.).

Currently, Mr. Troilo is a reviewer for FEMA responsible for reviewing LOMR and CLOMR applications. For over 15 years, he provided technical support for the surface water modeling software program, ICPR on behalf of the developer. In addition, Mr. Troilo has delivered over 50 lectures or workshops on the methodologies and approaches to surface water modeling and design. More recently he has given a series of presentations discussing sea level rise and the implications of ignoring the groundwater component.
